I think it very likely that Pence not decertifying was part of the plan; same thing with SCOTUS not touching the cases (not actually in their jursidiction due to foreign involvement).
Bitem had to actually steal it, for all the criminals to get fully caught, and thus taken out by the military and receive the punishments they deseerve.

I agree that Pence not decertifying the electoral vote count was part of the plan. If the references in the Q drops are to the Law of War Manual, then we have to acknowledge that the WH always intended to address the infiltration by hostile parties using the Law of War. That would never be possible unless the hostile party was allowed to become the Occupying Power.
I’m still reviewing Majic Eyes’ proofs to decide if his decode is accurate. There are references to 11.3 and 11.6 in the Q drops as being dates that sealed indictments were made (not verifiable until the indictments are unsealed). When an anon states this, Q compliments him with a “Well done, Anon.” The chapter references, if that’s what they are, are ambiguous and purposely so, for plausible deniability.

One of the reasons I lean towards them being chapter references rather than dates is that it would have been a terrible turn of events if the BH had discovered the WH planned to use the Law of War to clean house, possibly for all time. To thwart this, they might have kicked the can down the road for 4 years and allowed President Trump to assume his second term. In the interim, they would have remained deeply embedded, and reactivated their plan when he was gone for good.
Trump has stated he had to let it all go as far as he did so that they had enough evidence so that no one could say the perps were not guilty. That’s where we are today they are all guilty as sin and we have the goods on them.
At least two separate survivors have witnessed Pence’s misdeeds with children.
