Don’t know what the rules are, but spectators usually have to stay out of the road anyway because of the team, media and race official cars and motorcycles coming through all the time.

She was standing at the road side holding her sign. She turned
and the sign then protruded out into the edge of the roadewsy.
The riders were riding maybe a foot off the road edge. If she
hadn't turned her sign would have stay off the road. JMO

But she didn’t. She has her sign stuck out into the roadway
when she turned sideways to the roadway. The biker was
maybe 12/14 inches from the edge. She’ll have memories
to share with her children and grandchildren, good or bad.
