Where in the Constitution is Congress given the power to form police forces to enforce state and local laws?

We’re no longer a republic.

The law says whatever Deep State says it does.

Until we say otherwise.

The US Constitution certainly does not. However if the local and state police are successfully defunded there is a plan:

“We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.”

Barak Obama

Now we know what he was referring to.
