I didn’t see him make neutral statements explaining Pence could have rejected slate because that’s how the Constitution works

Nowhere in the Constitution is the President of the Senate allowed to reject a state's certificate. His role is defined in the 12th amendment and it is almost ceremonial.

The counting of electoral votes is codified in "3 U.S. Code § 15 - Counting electoral votes in Congress".

It is here, where the VP reads the count by state and asks if there are any objections.
The house\senate makes objections and it's here that electoral votes - certificates - may be rejected.
The VP role is still mostly ceremonial..but it does allow the VP to accept papers purporting to be certificates.

"Two tellers shall be previously appointed on the part of the Senate and two on the part of the House of Representatives, to whom shall be handed, as they are opened by the President of the Senate, all the certificates and papers purporting to be certificates of the electoral votes, which certificates and papers shall be opened, presented and acted upon in the alphabetical order of the States," ...

It is my understanding that VP Pence had the process changed to not accept anything but certified certificates.

Here is his clarifying letter to Congress...which really doesn't seem to clarify anything other than he won't be accepting "papers purporting to be certificates" - even though he doesn't come right out and say it.

Per constitutional scholar Robert Barnes, Pence refused to play the ‘Pence card’ by simply denying he had the card.

Given latest evidence of voter fraud the States wanted Pence to send their votes back for recertification since they weren’t allowed to do so until that day. Pence Refused.

Pence could defer to Ted Cruz’s suggestion to have 10 day electoral commission as was precedent in 1876. Pence retracted into his shell and helped the steal happened and endorsed the steal socially.

With everything, and I do mean everything, on the line, Pence looked after the wishes of the Deep State, as he had done throughout his time as VP, and before, actually.

I do believe Dr. McGreevey’s assertions, and the internet registration, of a competing campaign website in 2016 named “RyanPence2020”, and that, per Dr. McGreevey, Pence felt robbed - he thought he should be president, not Trump. I think he was groomed by the deep state for the role. No one expected Trump.

So for me, Pence’s Jan 2020 cowardice was yet one more to add to his collection. I DO remember he was curiously silent when the Deep State was trying to impeach Trump for the Ukrainian call, when all Pence had to do was state that he had personal extensive phone calls with the Ukrainian gov, more so than Trump. Or when Pence lied and threw Flynn under the bus, and watched that happen without ever stepping up and telling the truth. It’s not just 2020 that Marks Pence a betrayer.

Constitutional scholars may disagree on what Pence could, couldn’t do, but surely they can agree re 1876 as to the precedent of the electoral commission and the outcome which protected the country.
