He explained how Abbott is talking tough and appears to be doing things, like building the wall but not putting enough money or time into doing it right.

I have no dog in the fight & am not close to the situation and from what I see, both West & Abbott seem pretty good.

I will say, it is easy to find criticism & point out mistakes when one is on the outside & not in the position. The criticisms might be fair, or the person making them, might not have all the information.
