When you see a crime or incarceration comparison by nation which compares Japan or Switzerland to the US you can stop reading, because it is a meaningless comparison.
The incarceration rate of Nigerians and other predominantly black nations in Africa is much lower than the overall US average let alone the black average in the US.
Prison and legal system is very lucrative for those running those corrupt institutions. These institutions are too powerful and desperately need reform, They are increasingly politicized and are used as a hammer against those that oppose tyrannical government policies.
