“...request proof of vaccination, meaning they can’t meet CDC requirements.”
Which is where this issue dies.
The CDC can only recommend they cannot require. It’s in their charter. They have no government authorization to require ANYTHING. Any business which goes along with their “requirements” does so willingly by making it their requirement. Since this is now illegal in both TX and FL cruise operators must accept non-vaccinated cruisers as well. Read the * note. They cannot require proof of vaccination in both TX and FL. Liberty wins -again.
Cruise lines require a CDC certification to operate in US waters. I suppose they could go to court, wait a few years and see what they have left. Operate at much lower capacity outside of the US which some are doing. And they are being treated differently than other modes of transportation. Some states have had mask requirements over the last year, others haven't. Airline and buss passengers are required to wear a mask irrespective of the states they're traveling between. This is a state vs federal government spitting match with the cruise lines caught betwee.
