Rid Congress, House and Senate period, start over with term limits.
First thing is clean elections, and Trump has many plans to clear out the rot and dead wood from the fed gov, reducing the locusts tremendously, getting rid of some agencies, merging others, streamlining. And arresting the corrupt and seditious actors. Has to happen.
PS - that isn’t MY theory! I disagree with it...
