Nothing personal, as I know a lot of people have been running with this for a long time, but it’s actually a misquote.

I just searched for the umpteenth time, and Q never said “the first arrest will shock the world.” Zero results come up for this phrase. So I broke it down further.

For the phrase “shock the world”, I find 2 instances of “truth will shock the world” and one of “The enormity of what is coming will shock the world”.

The only instance of the term, “First arrest” is found here:
