He may or may not have jurisdiction but he doesn't have an army and that's what he'd need to go up against these cartel operated farms.

The sheriff has some other problems, a less than stellar history of honesty before he was elected, the creeps wanted him elected instead of the previous sheriff who was a great guy who I knew from hearing him speak several times and personal correspondence with him. I would not be surprised if a “silver or lead” situation was in play as well.
