If they can do it, that means it's physically possible

I would normally agree with your logic; however, basically all reputable sources indicate that the CDC numbers are actually deflated, not inflated. And this trend is not limited to the United States. Here's an article that suggests that India is actually under reporting Covid deaths. They are known to have under reported Malaria deaths in the past too.
