Looks like someone took the term “mining” literally, as if the Chinese were, well, digging to... not-china.
I don’t know exactly how they get bitcoins, but it sure ain’t by digging; probably a server farm/network of computers.

Bitcoins are created out of thin air by running known-to-be-difficult computations on computers. Because the total number of bitcoins (existing + to be mined) is fixed, the system is set up so that you have to do more and more computations to “mine” a bitcoin.
When Bitcoin was invented in 2008, you could mine a bitcoin in a day on an easily available PC. Now you need many thousands of much more powerful computers to mine a bitcoin in a day. These thousands of computers consume enormous amounts of electricity, which is why you might locate them close to a major source, such as 3GD. There are rumors that there are multiple nuclear under 3GD in addition to the hydroelectric power.
