I believe so. They send you a number you punch into the system to get registered. It’s a bit cumbersome, but Telegram was originally designed to be a chat site. Two friends or family members having a conversation.

It’s obviously been embraced by a bunch of conservatives who have been dumped off sites like Twitter and Facebook.
