"@KanekoaTheGreat It appears that the city of Phoenix police dept. owns a Pilatus PC-12 that they purchased a few years back. Perhaps it's being used for security purposes at the Fairgrounds site. There is the audit going on & also a carnival."

Looking at

the Fairgrounds are at Dowell and 19th Ave, which is at northeast junction of I-10 and I-17, miles away from the map in the OP showing the aircraft circling pattern at Westridge Park at I-10 and 202 junction, west of I-17.
