Ack! In that case, they appear to be either extraordinarily stubborn, or extraordinarily stupid. Wouldn’t blame you if you decided to sue them for harassment . . . maybe even bring a civil-rights case against them.

You can write them all day long. They won’t even bother to read it. Nothing stops them from attempting to solicit money from you.
