Since the insane asylums were shut down, many loony tunes are just roaming around. Some live in city underpasses. Some are able to pretend to be normal for a brief time to get a job, even in the government. Some are even elected as Demonicrats to political offices.
...and since the spread of the internet and smartphone apps they can meet each other and feed their illnesses instead of addressing them.
