Actually, when I visited an Eastern European country when it was behind the Iron Curtain, the ONLY positive was that it was very safe. Noone would have dared to do something like this because the punishment would be serious — no slap on the wrist.

This is allowed in the U.S. because the socialists/communists are trying to foment unrest, chaos, division, etc. Once the takeover is complete and settled, I think these thugs will be considered a threat to their order and dealt with.
