What an incredibly STUPID, MISLEADING HEADLINE. And judging by the comments in this thread, the easily misled have been misled once again.
There are currently ONGOING DOUBLE-BLIND CLINICAL TRIALS for both children younger than 18 and for pregnant women. Those trials are to determine the safety and efficacy of the vaccine for those two groups which were excluded in last year’s Phase 3 trials. Until those trials are completed and demonstrate both safety and effectiveness, the vaccines won’t be considered safe. SAFETY HAS TO BE PROVEN... just as it does for other medicines and vaccines.
How is that any different than the content of the OP article?

If they're not sure if its safe, then they don't know. If he makes this statement, there is evidence that its not safe, no matter how many times you say the word 'efficacy'.
