No one who studies scandals does. Scandals are coverups. They hide. They send out false leads the way the KGB sent out “dangles”.
Being overly cautious was a huge problem for the CIA while the Cambridge 5 and other insiders decimated and further demoralized them as well as Mi6. Wiped out the entire Albania operation. I forget how many operatives were killed. A lot!
