I wouldn't be too quick to blame the bulk of the agency for the political leadership today. That rule cuts both ways.

I thought General Hayden was a pretty good Director at the time. He signed my 'All Access' badge and made quite a few needed internal, and not publicized, changes. I have been less than pleased with his behavior since then.

True, in political organizations the “leaders” are no better than actors or actresses saying whatever they think will advance their career or curry favor with the authority they are trying to align with.
