just my op, but if you saw the driver’s head get bashed by the pole when the car first took off, it probably looked like they couldn’t do a thing for the poor guy.
They walked around his body not even giving it notice, no one took the time to try to render aid or call for help. Even the policeman was too busy texting to assist. Optics, at a minimum, were bad for the NG.
