The EU’s birth rate has been below replacement for a long time. People there are either not marrying or marrying and not having children. Many Europeans are also atheists now. I remember readhing that only about 14% (roughly) in the Czheck Republic believe in God. Russia had a horrible birth rate under communism, many many abortions, and some years ago Putin instituted promotion of marrying and children, with bill boards of a husband, wife and children - "It's the Russian way" and the birth rate has gone up considerably. I think perks for having children, too.
