Aw, c'mon man. Some flunkie civil servant was asked to order 25,000 voter registration forms, and punched in 25,000 in the website order form, not realizing that they were ordering 25,000 packs of 100 forms.

I'm sure the error was caught when somebody saw the $10 million invoice.
