No need to amend, they will re-process and adjust accordingly.
NY, as of this morning, has not conformed to this change.
They may not exclude the first 10,000.
Disaster politically.
I doubt they would be able to reprocess, millions of amended returns. ( timely )
They rely mostly on Fed audits, then jump in.
