If I understand at the quantum level matter does not travel but changes. In ancient Greece. Zeno posited the phenomena of quantum mechanic in describing his arrow. He was saying that depending how one looked at it, either the arrow was flying because of movement or should have fallen straight down if instead it was seen as a film like image that changes from frame to frame.
At the the quantum level the image changes from frame to frame instead of it being actual motion of the particle. This is why at higher pressure fusion occurs mire readily, because the particles want to move and are forced instead into a state of changing and metamorphosing environment.
If there is cold fusion, it is in part because they have pressure, and not because the metal gets impregnated better - just as super conduction at room temperature is possible under pressure. The only thing the purity of the crystal do is force the particles to order themselves from motion and thus are switching to a mode of changing.

The Japanese appear to be making progress. The big breakthrough on the American side was to elevate the science behind cold fusion. Plus they show some interesting phenomenon involved with atoms in a crystal lattice.
