Does a State, such as Texas, Arizona, Utah etc. have the right to build a fence around their own States and man the roads that enter that State, to test people for covid and check Semi Trailers to make sure they are not transporting illegal aliens somewhere ... ???
Only if Congress allows it. Article I of the US Constitution gives Congress the right to regulate interstate commerce. Congress can even shut off interstate commerce if it wishes, according to a 1942 Supreme Court decision.
