What’s the deal with the Psaki picture? Did it have an obvious meaning that I missed? Photoshop or a glitch in the CGI?

I originally thought it was meme mocking mask culture. Now that I see it on a laptop that’s not it at all.
It’s more than the usual pixilation that occurs on tv. This has elements of “green screen” and perhaps more elaborate fakery. Psaki looks like a composite.
I wonder if this is the “deep fake” stuff we saw a year ago or so featuring Bill Hader as Tom Cruise, Al Pacino, Arnold Schwarzenegger, and others.

It looks like the Psaki picture is photoshopped in a way to make her look like a NPC. At first glance I thought it was just a transparent, faceless head showing the White House sign behind her, but zoom in more closely. Clever.
