Yes the bad operatives where hacking our satellite systems and the primary targets which I believe included ICBM's, Planes, Ships and ANYTHING that used satellite navigation.
Our air force, navy and army was handicapped for a long time. The other three branches didn't have a good solution to fix the problem. It was a select few that created what I believe is a firewall third party program overlaying every navigational system in every branch which is now maintained by Space force.

It's possible early on the hackers also were able to add targets to our satellite systems. IE: 2018 Hawaii false missile alert

This is my take on what took place by the pieces of information that was given.
