I ran out of time last night to elaborate. First, any govt wishing to remain in power needs such support. Sometimes the relationship is cooperative and sometimes adversarial. Stalin never really trusted the military to the degree that he repeatedly purged the senior officer corps, even as he was entering war against Hitler. The Bolsheviks combined law enforcement organs with intelligence organs into the KGB; the KGB basically had two divisions - domestic political enforcement and foreign proactive intelligence. Also there was military intelligence, the GRU (which survives to this day), but their scope was relatively limited domestically.
Hitler distrusted his military; the result was an ever evolving power struggle with increasing division. Obviously Hitler's civilian law enforcement arm was the Gestapo. The intelligence organs were military intelligence, the Abwehr, and a confusing polyglot that was based in the SS with various subdivisions, including the SS-Totenkopf, in charge of 'camps', later included under the Reich Main Security Office (RSHA) and the Wafen-SS which tended to fill the political/military needs that Wehrmacht combat units did not wish to be involved in. As the Russian KGB kept a pervasive watch on the military, the SS and the Gestapo became Hitler's eyes. Wafen-SS would brazenly usurp Wehrmacht procedures at times, and on the spot executions of decorated combat officers were not unknown.
All of this to illustrate the manic determination to maintain control of the powerful organs of autocratic tyrannies. It remains to be seen how this current political reorganization in D.C. will develop. Naturally the Q factor introduces another possible element into an evolving situation.
