Are you saying that intelligence officers cannot have a Q clearance?

If their work has to do with foreign nuclear technology issues then they can get a Q clearance. DOE Intel & CI division have Intel officers who specialize on nuclear issues.

Why would an intelligence officer have a Q clearance? He or she is not working for DOE. If he or she has the required NSA clearance and a need to know, that officer can access DOE materials requiring a Q clearance.
