That is Tyler Perry Studios. The White House set was built in 2019. Biden was in Atlanta Jan4-5 to support the two Senate candidates. He would have had time to make the video of his signing the Executive Orders on Inauguration Day while he was there.

All we can say for certain is that there’s a building that looks quite like the WH from the outside. The grounds are nothing like the real WH though and Google Earth doesn’t let us look inside.
There’s also a half moon driveway that runs very close to the windows of the fake WH. I remember seeing a dump truck, of all things, through the window of the “Oval Office” that Biden was sitting and photographed in. Hard to say now which OO he was sitting in.
