Will the altered DNA of the vaccinated donor be transmitted to those who receive a blood transfusion?

Yes, probably. Blood transfusion is organ transplantation, every time. Recipients of red blood cells have been shown to have chimeria long-lasting cells containing donor DNA (years, trying to remember I think) after transfusion.
