Your text is boilerplate stuff, in the body of the TFR. This is a typical POTUS TFR in the sense that the body and 30nm outer radius are POTUS-like, however the title I've seen in the past lists "POTUS" in the title. The four related current TFRs for Wilmington (2 inner, 2 outer) are listed "VIP" as opposed to "POTUS".
