My opinion there are three images. The sharpness of the pictures are slightly different. With the clouds seem the sharpest. The other two pics are close and debatable if he is actually on the green.

My opinion: composite photo. Lighting is off. Trump plus Nicklaus top layer; golf course second layer; storm clouds third (and most obvious) layer.
