If I had to guess, I’d say sometime after January 2009. I suspect the Chinese were more concerned about flipping the USA’s demographics, so they would obviously want to push amnesty.
Bush had his share of immigration obsession, but it really seemed like the Dems went all in with China right around the time Barry commenced the occupation of the White Hut. That would make Hillary “Side of Beef” Clinton responsible for the full bending over.
John Kerry, who served in Vietnam if you didn’t know, seemed to be more focused on Iran during his tenure at State once Hillary slithered away in early 2013.
Bush seemed to want amnesty for his business buddies always searching for slaves that they call “cheap labor”. Hillary wanted amnesty because China/Soros were paying to flood the USA with illegals and she couldn’t care less about how illegal immigration wrecks the country (neither did Bush of course, but I doubt he was doing it to make the CCP happy ... of course, these days, I shouldn’t discount that so quickly).
Hillary would make sense too since she had already had a taste of the ChiCom cash from her time in the Stained White House with her husband. She already had all of the connections she would have needed. I’ll blame her! :-)
