NEW: The first 200 of 3,000 migrant children are headed to Dallas’ Kay Bailey Hutchison convention center tomorrow. The HHS lease there is only 75 days. Rapid reunification with their families is the goal. Staff to children ration is 8:10. Red Cross is helping.
