Depends on the crime.

In time of need, all the petty crimes are forgiven.

even some of the more serious crimes are foregiven.

Military used to be a Second chance option for people, who for some reason, did not got to start start their life well.
Poor, dropouts, even criminals, and even mentally ills would get their life straighten up in the military and given second chance.
Got the training and the education, taught the discipline, follow the rules, even health treatments.
Nowadays, I guess, they are on welfare and complaining.
