It says chloroquine, not hydroxy-chloroquine...
IIRC, you have to be more careful with the dose/amt with (just) chlorequin. If it had gotten distributed, it might have done a lot of harm.

Selling drugs of questionable provenance can lead to people’s deaths.

Chloroquine is available over the counter in most of the developing world. Only in America could someone be committing a crime for trying to sidestep the government-medical mafia to get the medicine they or others need.
It is a sad fact that many effective and low-risk medications need a prescription only because it maintains the profits of the medical industry from top to bottom.
