dems usually control 10% of the land of a state.
which means there would be many reds ‘behind enemy lines’

succession by DISTRICTS

How about EVERY state splits in two - North and South. Might be a problem - and maybe unnecessary - for the Carolina, the Dakotas and WV. Easier to resettle and draw boundaries.

The whole state(s). Anything else complicates an already complacent issue.

Whole states vote and whole states leave. If later you want to do some subdividing do that on your own time...
