I believe Obama implemented PD-51 over the Russian hoax against Trump. Example: Trump ordered Troops out of Afghanistan and his orders where ignored.

Why would 0b0la’s orders be active once Trump was POTUS? And I though troops were removed from A’stan when Trump as in the WH. I can’t look it up right now though.

The implantation likely took place when Obama was still president in January of 2017. Obama wouldn't be in command of some operations neither would Trump. PD-51 put command in the hands of director of that agency. Remember when Trump was in office Obama would go too a country first and seem to make deals? Obama was likely running a shadow government over the Russian hoax.

Obama was likely working with those in command of those offices. Example Rex Tillerson as the head of the State department could've been reporting to Obama.

Which suggest Trump wasn't given the "keys" to the presidency until Tellerson was out and Pompeo was in-charge of the State department (Before April 2018.) About the time of Q?

(Yeah my head is spinning on the implications.)
