Does having strict standards determining who can have kids and more than one child have a eugenic effect? Yes.
Is it having a major impact in two generations? Meh.
Does killing kids that are sick and deformed have an impact? Yes.
Are they genetically engineering super-soldiers? No.

A number of years ago there was a prominent NCAA college basketball coach who went to China with a team of coaches in order to hold basketball camps.
His most alarming observation was the number of players at his camps who were 7 foot or taller........
That's not typical of the Chinese population 30 years ago..........
Is China experimenting on its population as this article suggests? No question in my mind that they are......They're communists, that's what they do.
