Probably the best option for a non-power user is to buy a used Dell PC that has Windows 10 already on it. You can get those for $30-$50 at most large city recycling places.

I suspect there's a very good reason why you can pick up a used Dell PC with Windows 10 for 30 bucks...

But then, I drive a twenty year old car which the dealer has had to plug into the internet only once, to fix a bug.

Yes and that reason is large corporate entities upgraded hundreds/thousands of their PC's. (No longer supported for a maintenance contract, needed faster/better, etc.) Usually fully depreciated. If not the hassle of selling them, doing the bookkeeping to recapture claimed depreciation (like section 179) is not worth the hassle. And they can't just toss them in a dumpster (recycling laws).

So they hire a recycler to take them off their hands. The recycle typically has little to no cost basis and so can blow them out for very little.
