The Constitution may not allow it, but petitions as such can give voice to the citizens anger or give citizens incentive to find evidence for expulsion of their Senator. Which may not come to fruition, but freedom of speech is allowable.

And yes I am aware that expulsion from Congress is not within the power of citizens, but at a minimum it can show China Mitch the citizens of Kentucky are not happy with him.
