Precincts are often deliberately left open so the party leader can appoint people to fill the vacancies, not necessarily from within the precincts. Most do not stipulate those who are elected or appointed. That’s how they control the party leadership.

There are conservatives that are showing up but they can't get a set because of the controlled leadership?
