I think what he said was effective.
You only get a few mins to make a point and that was a good one. (hypocrisy, Schumer/Maxine etc)
Effective? Instead of directly defending the charge against Trump he chose to rail at the double standards by essentially saying Schumer and everybody else does it.
So, no, it was not effective at all. Schumer is not on trial.
