IIRC, Ft. Bliss is the ADA (Air Defense Artillery) training center for both Officers and Enlisted personnel. Officers go there after West Point, ROTC, OCS for their Officer Basic and Advanced Courses. Enlisted go after Basic Training (probably at Ft. Jackson, SC) to their AIT (Advanced Individual Training) courses at Ft. Bliss.
JMHO, it sounds like an AIT course final exercise celebration party gone horribly wrong.
