"Completely unregistered, operating aircraft (especially large jet or complex aircraft) virtually do not exist in the U.S. There are numerous private, civilian, and US government operators that use very plain aircraft, but they are registered and have their registration number on them in some form that complies with 14 CFR Part 45, which sets out the “tail number” display requirements for civilian aircraft, generally. Generally, the “tail number” must appear on the aircraft and the letters must be at least 12 inches tall. On a 747, that still looks tiny.

Outside the U.S., clandestine military and government programs routinely operate small fleets of completely generically marked aircraft, often using non-domestic aircraft to further disguise the true operator. These aircraft have been spotted with and without “tail numbers.” Good luck finding out who really owns/operates the plane, even with a “tail number.”

Multiple A/C with the same tail number comes to mind.The were so blatant with it that the A/C a sort of tray that the numbers would sit in and could be easily changed.
