Outside is dark. That’s what’s being referred to. As far as my digging can tell me the White House has gone dark before.
As this article states, NORMALLY the White House exterior is lit at night. So boom and stuff.

I thought I read recently that they always turn the lights out at 11pm.
I like watching the cams and thought dang, the White House is usually dark at this time of night, and I don’t remember seeing all those other lights around, that look like headlights.
