I think it’s a distinct possibility, but it makes sense only if the old seal can’t or shouldn’t be used any more. That might be the case if the old seal represents something that no longer exists, like the Corporation of THE UNITED STATES.

The original design of the current seal dates back to 1945, when President Truman created it in Executive Order 9646. It’s been modified twice since then to add a star for Alaska and again for Hawaii.

The idea of the UNITED STATES (caps intentional), as opposed to The United States of America, being a foreign owned corporation isn’t a popular one here, but there’s a growing body of a anecdotal evidence that that might be the case.
