Very believable. Until McConnell triggered the nuclear option, the filibuster was still in place for appointees. He then had to trigger it a second time to further limit debate. The level of obstruction by the Democrats was unprecedented...nothing even close to what they were doing had ever occurred before.
However, that came with a price. Now the Democrats have free reign. Biden's nominees will face no obstruction or slow downs.
